About the HIV Integrated Planning Council
The HIV Integrated Planning Council (HIPC) is composed of members who use and provide HIV care and prevention services. Currently, most of the prevention representatives were members of the group formerly known as the Philadelphia HIV Prevention Planning Group (HPG). Most of the care representation consists of the group formerly known as the Ryan White Part A Planning Council.
The HIPC is responsible for decisions about HIV care services in Philadelphia, Bucks, Delaware, Chester, Montgomery, Burlington, Camden, Gloucester, and Salem Counties. The HIPC makes decisions about Ryan White Part A HIV care services and reviews proposed HIV prevention activities. Ryan White funds for HIV care services come from the federal government (Health Resources and Services Administration) to provide care for eligible people with HIV/AIDS, while federal funding for prevention comes from the Centers for Disease Control and Prevention (CDC).
The HIPC does a lot of work to understand the needs of people living with HIV. This information is used to develop a comprehensive integrated plan for HIV care and prevention services. The HIPC reviews information on how Part A money is spent and how services are provided. The HIPC is federally mandated to prioritize services and allocate funds to service categories. The HIPC does not decide which organizations receive funding.
The HIV Integrated Planning Council of the Philadelphia EMA meets on the second Thursday of the month from 2 p.m. - 4:30 p.m. Please see the calendar for upcoming meeting information. You can learn more about how the Planning Council works through its bylaws.
