The bulk of the work of the Philadelphia EMA HIV Integrated Planning Council happens at the committee level. Each committee is tasked with specific work. Like the Planning Council, many of the committees meet on a monthly basis. The HIPC currently has six committees (Comprehensive Planning Committee, Prevention Committee, Finance Committee, Positive Committee, Nominations Committee, and Executive Committee). The two Ad-Hoc Committees, Needs Assessment Committee and the PrEP Workgroup, are disbanded. Read more about them below.
The Comprehensive Planning Committee reviews, deliberates, investigates and makes recommendations on issues that are relevant to the Integrated HIV Prevention and Care Plan and its updates. The committee also conducts any other activities assigned by the Planning Council, and frequently reviews service categories of interest. In addition, they plan and facilitate the Priority Setting meetings.

The Finance Committee reviews and makes recommendations for expenditure of funds and budget policies, assesses the efficiency of the grantee in rapidly allocating funds to the areas of greatest need, and conducts other activities as assigned by the Planning Council. This committee also plans and oversees the process for the allocation and reallocation of Part A funds.

The Executive Committee is made up of leaders from the HIV Integrated Planning Council (HIPC). This group is composed of planning body and committee co-chairs, and was formed in 2014 to increase communication and coordination between HIV care and prevention planning leaders, in order to develop a more strategic and seamless continuum of HIV services.

The Needs Assessment Committee reviews and recommends needs assessments, epidemiological data, research, and other informational activities as assigned by the Planning Council. They help coordinate town halls, focus groups, and surveys along with Office staff.
This committee previously met on the second Monday of the month from 2 p.m. - 4 p.m., but has recently been meeting jointly with the Comprehensive Planning Committee on the third Thursday of the month from 2 p.m. - 4 p.m. Please see the calendar for upcoming meeting information.
The Nominations Committee assembles a review panel of Planning Council members to discuss applications for membership. Using objective criteria, each panel member completes an independent review of every application, including whether or not an applicant reflects the demographics of the local epidemic. Final review and appointment is determined by the City of Philadelphia's Managing Director's Office. This committee also reviews attendance of current members and enforces attendance policies.

The Positive Committee is for people living with HIV/AIDS. The Positive Committee supports and enhances the role of people living with HIV in the Planning Council. The Positive Committee is open to all HIV-positive individuals living in the Philadelphia area.
The Positive Committee supports the role of consumers of HIV services in planning and decision-making activities through regular trainings, special educational presentations, and group discussion.
The activities of the Positive Committee provide a unique opportunity for consumers of HIV services to educate other consumers and service providers about the needs of consumers, available services, and community resources. This committee also helps PLWHA to build the skills necessary to participate effectively in the activities and decision making of the Planning Council.

The HIPC formed the PrEP Workgroup as a workgroup of the Prevention Committee to foster collaboration around pre-exposure prophylaxis (PrEP). The workgroup plans to increase awareness, access, and uptake of PrEP in Philadelphia, particularly among people disproportionately affected by HIV. This group is for PrEP advocates, providers and community members.

The Prevention Committee plans HIV prevention services within Philadelphia. The Prevention Committee works with the HIPC, collaborates with the health department, and provides input into the Philadelphia EMA Integrated HIV Prevention and Care Plan. The Prevention Committee also reviews the health department's application for federal HIV prevention funding. The Prevention Committee does not allocate HIV prevention resources.
